Dave Rand specializes in land use law and governmental regulatory matters. In recognition of his experience representing clients on a wide range of office, residential and retail projects, the San Fernando Valley Business Journal recently called Dave “one of Los Angeles’ most authoritative specialists on the topic of land-use issues.” His expertise specifically includes municipal law, the planning and entitlement process, the California Environmental Quality Act (“CEQA”), the Subdivision Map Act, and the Coastal and Mello Acts.
Dave’s broader experience includes an extensive background in government and politics. He served as “Special Assistant” to Governor Gray Davis, and as a law clerk in the Governor’s legal office. The international public relations firm Burson-Marsteller retained Dave to work on statewide initiative campaigns, and he has been active in political campaigns at the local, state and federal levels.
Civic and Community Involvement
Dave has also been extensively involved with multiple business advocacy organizations, as well as in his local community in the San Fernando Valley. He is currently a member of the Board of Directors of the Valley Industry and Commerce Association (“VICA”), where he serves as a Co-Chair of the VICA Land Use Committee. He is also on the Board of Directors of the Economic Alliance of the San Fernando Valley and the Valley Community Legal Foundation. Dave was recently asked by the Los Angeles Area Chamber of Commerce to Chair a CEQA Task Force, with the goal of crafting and proposing legislative reforms to the landmark environmental law.
Dave is deeply involved in local community affairs through his participation in the Valley Alliance of Neighborhood Councils, and as a Board member of the Sherman Oaks Neighborhood Council, where he Chair’s the organization’s Land Use Committee. In recognition of his extensive civic involvement, the San Fernando Valley Business Journal recently named Dave one of the “40 under 40” an annual honor given to the top 40 young leaders in the Valley under 40 years of age.
Dave remains active and engaged in State and local politics, and he is currently a contributing writer to the California Majority Report, a website/blog that provides an “insider” perspective on California State government.
