R.J. Comer focuses his practice on land use, administrative law, municipal advocacy, and land use litigation. R.J. can provide a variety of services, from managing the entire entitlement process, including overseeing technical consultants and negotiating with government agencies and officials, to defending development projects in court. He has also served the special needs of the film and television industry as a project coordinator for two studio expansion projects.

With his practice having an additional special emphasis on California Environmental Quality Act (CEQA) compliance and specialty uses, R.J. has obtained government approvals for large commercial, industrial, and residential projects, hotels, public and private educational institutions, restaurants, nightclubs, golf courses, private prisons, as well as many urban in-fill mixed use projects. R.J. is one of the most sought-after lawyers in the City of Los Angeles regarding alcohol permitting and licensing. In addition, R.J. frequently oversees land use due diligence in connection with commercial and residential real estate purchases, sales, and loans.

As a litigator, R.J. has defended development projects in arbitration, trial courts, and the California Court of Appeals.

R.J. currently serves as Chair of the Editorial Board at Los Angeles Lawyer Magazine, and serves on the Board of Directors of the Coro Southern California Leadership Center. He co-authored Zoning (Vol. 4 Chap. 60), in California Environmental Law and Land Use Practice (ed. Matthew Bender). R.J. frequently teaches and lectures on the subject of zoning and land development.

Mr. Comer received his Juris Doctor from Loyola of Los Angeles Law School in 1996, and his B.A. from California State University, Northridge (Political Science, magna cum laude) in 1991.
